RULE
BOOK
The
essence of Northern California Federation Junior Youth Football, hereinafter
referred to as NORCALFED, is a physical fitness program in an atmosphere
conducive to the development of mind and character.
NORCALFED
football presents to each adult affiliated with the program a unique
opportunity to share in the molding of youth.
Adults so affiliated must teach that hard work develops respect for
discipline. Self-discipline
properly taught on the football field by a NORCALFED coach can be a major
factor in turning a youth's life from self-indulgence to meaningful
self-respect, respect for the rights of others and respect for the law.
America's
future lies in her youth. The
lessons of life, so readily adaptable from the football field can complement
the work of the home, the church and the school in molding young people.
Discipline teaches youngsters that it isn't sissy to refrain from
smoking, to get good grades, to eat a proper diet, to practice good
sportsmanship and to keep themselves physically fit.
All of this takes place in the context of youngsters playing NORCALFED
football. NORCALFED enables youth
to develop a sense of pride in their community.
Competent coaching, adequate equipment and medical precautions combine
to establish a sound youth football program.
The program emphasizes school grades.
A victory recorded by a game score is a short-term accomplishment and
soon forgotten. Lesson
contributing to character development learned on the gridiron can serve as
valuable guidelines for life.
The
NORCALFED adult fulfills his role best when he realizes that his job is to
prepare youngsters for the High School teacher and coach.
Building the right foundation is half the battle in making a good
football player. Youths who can
block and tackle, who have the proper attitude, and who are willing to work
hard scholastically and physically are the ideal graduate from NORCALFED.
Adults are required to concentrate their primary efforts on preparing
youngsters by instilling in them to desire to work hard in the classroom and
on the football field.
Many
parents find it difficult to adjust the changing relationships they encounter
with their youngsters entering early adolescence. NORCALFED adults can help by pointing out to parents
the importance of youth succeeding with its peers.
The major responsibility of parents is to help their early adolescent
to attain and hold membership in group activities of his contemporaries, such
as the local NORCALFED team. Parents
can play a big role by supporting their youngsters in their efforts to
contribute to their team.
All
Conferences, Teams, Associations, Sponsors, Booster Clubs and adults
affiliated with NORCALFED must embrace the NORCALFED tenets and philosophy as
set forth above.
CHAPTER
II
1.
Request to affiliate by new members and applications for new membership
must be filed with the Commissioner prior to January Semi Annual Business
Meeting of each year. The latest date for new membership applications is May 1st
of each year. Applications for
membership by newly organized associations not sponsored by a Conference, must
be approved by a majority vote of the members of NORCALFED.
2.
The right to vote in each calendar year prior to the convening of the
regular January meeting will be vested in members in good standing (see A and
B below) on the preceding December 31st.
The right to vote in each calendar year after the convening of the
regular May meeting will be vested in members in good standing.
a.
Those conferences and/or associations not in good standing prior to the
convening of the May meeting, shall be denied the right to vote at any
NORCALFED meeting, and shall be denied participation in scheduling, until such
fees are paid.
b.
In order for a team to be in good standing for voting rights at the
January meeting, it must have participated for one full season in the prior
year with all debts to NORCALFED paid in full.
3.
The voting rights within NORCALFED are vested in one vote per each
Association.
4.
The membership must cast its votes through its association presidents.
A proxy may only be held by an officer of that Association’s Board of
directors. This proxy must
be able to vote for the association, even after discussions at the meeting
cause a rethinking of an association’s position.
5.
All member associations are expressly prohibited from joining or
affiliating with any other youth football organization that serves purposes
similar or identical to NORCALFED.
6.
Removal from NORCALFED membership of a conference, association, or
individuals of an association can be accomplished only at a regular
semi-annual meeting or a special meeting called for that purpose.
a.
The subject to this action must be advised in writing via certified
mail, return receipt requested, two weeks prior to the meeting as the charges
and issues involved.
b.
The subject shall have the right to present witnesses, to confront
witnesses and cross-examine same.
c.
The two-thirds (2/3) vote of the quorum is required to effect expulsion
from membership.
1.
The geographical boundaries of a conference shall be identical to the
boundaries of its associations. The
geographical boundaries of an association shall be identical to the boundaries
of its teams.
2.
The geographical boundaries of an association team must be expressed in
public Senior High School attendance districts or portions thereof.
For the purpose of this section, division lines of public Senior High
School attendance districts must be precisely established as directions from
freeways, major streets through main line railroad tracks, and/or geographical
features such as a creek, river, drainage or irrigation canal.
3.
An association may not claim for its geographical boundaries public
Senior High School attendance districts or parts thereof which it cannot
adequately serve. Two or more
teams of the same division cannot serve or claim the same geographical area.
4.
All boundaries must be approved by the Conference.
Association boundaries may be adjusted with Conference approval to
geographic in lieu of High School District boundaries.
5.
When associations from different conferences claim the same boundaries,
the conference boards must establish the boundary to be used, to eliminate the
association conflicts.
1.
NORCALFED
a.
The Commissioner and all Assistant Commissioners shall be allowed to
hold more than one position within NORCALFED, if necessary.
b.
All NORCALFED, Conference, Association Officers and/or Coaches shall be
allowed to hold more than one position within NORCALFED.
Exception:
No individual may hold the position of Commissioner and Deputy
Commissioner, or Assistant Commissioner and Deputy Commissioner
simultaneously.
2.
CONFERENCES
a.
The Bylaws, Rules and/or regulations of a Conference may not be in
conflict with the Bylaws or Rules of Operation of NORCALFED.
b.
As of this printing of these Rules of Operation, NORCALFED recognizes
the existence of the following active Conferences within the membership:
1.
Mid-Valley Conference (Oroville, Paradise, Marysville, Yuba City,
Chico, Gridley)
2.
Shasta Conference (Anderson, Corning, Enterprise, Red Bluff, Redding ,
South Siskiyou)
3.
West Valley Conference (Orland, Willows, Central Valley, West Valley,
Yreka, Palo Cedro)
4.
South Valley Conference (Sutter, Colusa, Woodland, Winters, Lincoln,
Wheatland)
c.
The creation of a Conference by way of amalgamation requires a
two-thirds (2/3) vote of the quorum at a regular January meeting.
d.
The transfer of an Association from one Conference to another requires
a two-thirds (2/3) vote of the quorum at a regular January meeting, and
becomes effective upon the approval of the transfer.
e.
A Conference need not show
cause for refusing to accept an Association into its membership.
f.
Each conference shall be governed by an elected Board of Directors.
The Board of Directors shall elect its own officers annually,
consisting of Deputy Commissioner, Assistant Deputy Commissioner, (can be more
than one), Secretary, Treasurer, Insurance Coordinator and other officers as
required.
1.
The Deputy Commissioner shall be the Chief Executive Officer and
spokesman for the Conference. It
shall be his responsibility to provide the administration of the Conference
and its operation, and the appointment of committees to carry out necessary
functions.
2.
Following each annual election of Directors and/or officers, the
Conference Secretary must advise the Commissioner by mail, as to the name,
address and position of each person elected an/or re-elected.
3.
The Deputy Commissioner must and will have the authority to investigate
possible infractions of the NORCALFED Rules of Operation and Bylaws,
Conference Rules of Operation and Bylaws and Association Bylaws, Rules, and/or
Regulations, and place his findings before a hearing committee, and administer
such disciplinary action established by this committee.
4.
The Conference is responsible for the receipt of funds due to NORCALFED
from its member Associations.
5.
Each Association President shall serve his Conference as its Deputy
Commissioner in the event no other qualified person is available.
6.
Deputy Commissioners are responsible for the prompt distribution within
their Conference, all memos, circulars, letters, Bylaws, Rules and
Regulations, amendments, alterations, financial statements, budgets, minutes
and information received from the Board.
NORCALFED may direct communications of any nature to any Conference.
7.
Deputy Commissioners must forward annually to NORCALFED not later than
the regular January meeting, financial statements of all Associations that are
part of the Conference for the previous calendar year.
These statements are to be on forms provided by
NORCALFED. Said forms will
be forwarded to NORCALFED’S accounting firm to process the non-profit tax
reporting requirements of the state and IRS.
8.
A Conference shall have monthly meetings as its Deputy Commissioner
deems necessary to conduct Conference business.
During the months of July through December, monthly meetings are
mandatory.
3.
ASSOCIATIONS
a.
The Articles of Association, Bylaws, Rules and/or Regulations of an
Association may not be in conflict with the Rules of Operation and Bylaws of
NORCALFED.
b.
An Association must be a member of an existing Conference within the
membership of NORCALFED.
c.
An Association must consist of a minimum of two (2) teams, not of the
same division. It may not consist of more than four teams, not of the same
division. (This includes Jr.
Peewee, Peewee, Jr. Midget, Midget)
d.
An Association must annually conform to the schedule of games adopted
by its conference for its teams to determine its annual champion.
e.
The Association is the instrument through which team membership in
NORCALFED is acquired.
f.
An Association shall have monthly meetings as its Board deems necessary
to conduct association business. During
the months of July and December, monthly meetings are mandatory.
4.
REGISTRATION OF ASSOCIATIONS WITH NORCALFED
a.
Newly organized Associations sponsored by a Conference must deliver
their request to affiliate through their Deputy Commissioner to the
Commissioner prior to the convening of the May meeting.
b.
Newly organized Associations not sponsored by a Conference must deliver
their request to affiliate directly to the Commissioner prior to May 1st.
c.
The geographical boundaries of new Associations not sponsored must be
filed with the Commissioner with the request to affiliate with NORCALFED.
Approval of said boundaries requires a two-thirds (2/3) vote of the
quorum in a regular meeting. Approval
of said boundaries does not constitute acceptance of the new Associations to
membership in NORCALFED.
d.
Prior to the convening of the January meeting, each Deputy Commissioner
will deliver to the Commissioner a list of Associations in his Conference that
are members. The list must itemize:
1.
Association name and mailing address
2.
Association officers, addresses, phone numbers
3.
Team names, colors, playing times, location
e.
Affiliation fees for each year are established at the January meeting
based on the budget prepared by the Treasurer and divided equally by each
Association.
Fee Includes: NORCALFED rule books, high school rules
books, player registration cards, adult certification cards and registration
forms. Standard accounting costs
for yearly tax returns by the NORCALFED accountant and weekly scoreboard
report mailed to each Association President during season of play.
1.
NORCALFED shall meet on the fourth Saturday and following Sunday of
January and third Saturday and following Sunday of May each year.
(Following Sundays when
necessary to complete a meeting).
2.
The Commissioner shall set the hour and place of each meeting no later
than Fifteen days prior to said meeting, and announce same to all Deputy
Commissioners via mail at that time.
3.
A quorum shall consist of 51% of all N.C.F. directors and associations
or their duly appointed proxies present.
A 2/3 majority vote is required to add to or amend Bylaws or the N.C.F.
Rules of Operation.
4.
On the written petition of twenty-five percent (25%) of the membership,
the Commissioner shall call a special meeting of NORCALFED at an hour and
place no sooner than two (2 ) weeks, but no later than four (4) weeks
following the receipt of the petition.
5.
Any Conference that is not represented throughout a regular semi-annual
meeting by their Deputy Commissioner or his duly appointed proxy must be fined
twenty-five dollars ($25.00). Any
association not represented in person or by a written proxy, shall be fined
One Hundred Dollars ($100.00)
6.
The order of business at the regular semi-annual meetings of NORCALFED
shall be:
a.

Approval of minutes of the previous meeting

CHAPTER VI
1.
Proposals to amend the NORCALFED By laws or Rules of Operation will be
submitted to the Conference Deputy commissioners in writing, by December 15th.
The By-Law Committee made up of two members selected by the Deputy
Commissioners of each Conference, will then meet on or before the second week
in January to review and prepare the proposals for presentation at the January
Membership Meeting. The NORCALFED Secretary will chair the Committee, and the
Commissioner has the option of appointing another NORCALFED officer to the
Committee. The NORCALFED
Secretary must provide copies to all NORCALFED Officers and Association
Presidents at the January Meeting. The
Membership will vote on proposals at the May meeting.
2.
A Deputy Commissioner must present Amendments as provided in Paragraph
1, if it has been forwarded to him by his Conference Board of Directors.
A Conference Board of Directors must forward to the Deputy
Commissioner, every amendment which carries the endorsement of more than
twenty-five (25%) percent of the member teams of the Conference.
3.
Amendments proposed by the Commissioner must follow the same rules as
set forth in Paragraph 1 of this Article, and do not require prior approval or
endorsement by a Deputy Commissioner.
4.
Proposed amendments properly requested to the Deputy Commissioners must
be voted upon at the following regular May meeting. A two-thirds (2/3) vote of
the quorum is required to amend.
5.
All voting for NORCALFED Amendments shall be done by secret ballot and
submitted to the Commissioner for tally of votes.
6.
The Bylaws Committee may correct clerical errors in the N.C.F. Rules of
Operation, include spelling and grammar errors, wording that may conflict
between two or more of these sections of the Rules of Operation or items which
need to be moved to another chapter for more clarity of understanding.
1.
Adults as referred to in this Article is construed to include coaches,
scouts, managers, and parents or guardians of players, anyone involved in the
operations of, or present at any NORCALFED function.
2.
Adult team coaching personnel shall consist of: One head coach, (at
least 21 years old) and no more than seven (7) assistant coaches,
(at least 17 years old). The
coaching staff under the direction of the head coach shall be responsible for
training and organizing the team and directing its plays.
a.
The head coach is solely responsible for which players will participate
in each game and their positions. The
head coach is expected to consult with his assistants in this matter.
b.
A parent, guardian or adult friend a player may not criticize the head
coach’s decision. A parent or guardian may request a private explanation of the
decision at an appropriate time and in the proper manner.
c.
Coaches may not engage in any live scrimmage or other violent contact
with the players.
3.
All adults must register with their Deputy Commissioner prior to
participating in the NORCALFED program. Registration
will be on a form provided by the Commissioner and shall itemize the
individual’s name, home and business address, telephone number, Driver’s
license number and/or Social Security number, Conference, Association, team,
birth date (if under 21), schooling and football experience.
All Adult personnel will be
required to submit their names to a personal record check by local police
authority. An individual found to
have been convicted of a charge involving sex offenses shall be ineligible to
serve in any capacity.
a.
The Deputy Commissioner may refuse to accept the registration of any
coach pending a determination of the ability, character and suitability of
said coach or manager, recommendation notwithstanding.
b.
The Deputy Commissioner may not withhold his acceptance of the
registration (a above) for a period in excess of two (2) weeks from the date
he receives the registration form. The
coach in question may not take part in the NORCALFED program during said two
week period.
c.
If the Deputy Commissioner declines to register a coach (a above) he
must refer the matter to the Conference Board of Directors.
After an investigation, he may accept the re-submittal, but must
require that the individual serve a probationary term of at least one year.
4.
To be registered with their Deputy Commissioners prior to participating
in the NORCALFED program, all new Head Coaches must attend a NORCALFED
sponsored and/or sanctioned Coaches Clinic/Workshop, in their first calendar
year prior to the start of conditioning in that year.
A Head Coach attending and successfully completing said
Clinic/Workshop, shall be certified for a period of three (3) years, and is
required to be re-certified every three (3) years.
In the interim, Head Coaches are required to attend a mini-refresher
Clinic/Workshop each year at their Conference level.
It is recommended that all adults participating as Coaches attend these
Clinic/Workshops.
a.
Clinic/Workshops must cover (1) conditioning, (2) fit of equipment, (3)
proper weigh-ins, (4) and chapters VII through XIV of the NORCALFED Rules (5)
Officials, (6) Dealing with players of this age group.
b.
High school and college coaches’ clinics usually are sanctioned with
the exception of the NORCALFED Rules. The
Deputy Commissioner can approve such clinics if he reviews the rules with the
coaches before so doing.
5.
All coaches prior to participating in the NORCALFED program will be
required to sign a statement on the registration form that:
a.
They have read and understand the NORCALFED, Conference, Association
and/or sponsor Articles of Incorporation, Bylaws, Rules and/or Regulations and
the playing rules;
b.
They cannot claim participation in the NORCALFED program as training,
experience and/or advancement for their livelihood if they have been subjected
to disciplinary actions.
c.
They can be subjected to disciplinary action in the form of probation,
suspension and/or disbarment by Association, sponsor, Conference and/or
NORCALFED Bylaws, Rules and/or Regulations;
d.
They must confine all appeals to actions taken under Chapter VIII of
N.C.F. Rules.
6.
All coaches must always have in their possession a VISIBLE
identification card signed by the Deputy Commissioner authorizing their
participation in the NORCALFED program. Said
card will itemize name, team, Conference, and carry the Deputy
Commissioner’s signature. No
persons are allowed on the field without NORCALFED I.D. card and will be
removed immediately. Referees and
medical persons are excepted. This
includes practice or game playing field.
7.
Coaches shall reserve criticism for private moments with the player or
in the presence of the team if the balance of the team might benefit
therefrom. Criticism must always
be constructive.
8.
Coaches shall refrain from “running up” the score.
9.
A coach may be asked to resign, whenever, in the opinion of the
Association or Conference Board of Directors the coach in question is not
capable of handling players or of properly discharging the duties and
responsibilities required of him by said Board of Directors.
10.
Adults affiliated with NORCALFED shall always strive to make every
activity of the players' serve as a training ground for life.
11.
Adults affiliated with NORCALFED will
not criticize the opposing team, coaches or fans by improper comments or
gestures, will not incite un-sportsman-like conduct, will not strike coach,
game official, officer or director of any Conference, Association and/or
booster club, parent, guardian and/or spectator.
12.
Adults affiliated with NORCALFED will not permit the unauthorized use
of funds committed to their custody in conjunction with their participation in
the NORCALFED program.
13.
Adults affiliated with NORCALFED will always set a good example in
personal appearance and actions while engaged in the NORCALFED program.
14.
Any adult whose conduct and/or actions are found to be detrimental to
the activities of NORCALFED may be removed from the program.
Such removal must be handled in the most discreet manner by the Board
of Directors of the Association, Conference, or NORCALFED.
15.
Teams that fail to comply with paragraph 3 and 8 of this chapter may be
denied the right to engage in games during the current and immediate following
season upon the order of the Commissioner.
Such an order must be subjected to a mail poll of the Deputy
Commissioners as provided in Chapter VIII.
16.
All coaches and adults shall refrain from drinking alcoholic beverages,
use of tobacco, use or illegal drugs, and using profanity while with the
players on the field or in the locker room in conjunction with a practice
session or game.
17.
Adults affiliated in an Association of NORCALFED who have violated this
chapter may be suspended by the Associations Board of Directors from further
participation. The suspended
adults may appeal the Associations decision to the Conference Deputy
Commissioner who will arrange an appeal hearing.
18.
Adults affiliated with NORCALFED, found to have violated this Chapter
may be suspended upon the order of the Commissioner or the conference Deputy
Commissioner, for the balance of the current and the immediate following
season. Such an order must be the
result of an investigation as provided in Chapter VIII.
An investigation is not required in violations of Paragraphs 3 and 8 of
this Chapter, only the mail poll of the Deputy Commissioners.
19.
I.D. Cards for adults affiliated with NORCALFED include BLUE CARDS:
issued
by the
Commissioner to NORCALFED Board of Directors only. ORANGE CARDS: issued by
Conference Deputy Commissioners to Football Personnel only who are required to
be on the football field during a game. WHITE
CARDS: issued by Conference Deputy Commissioner to Association Board of
Directors, cheer coaches and other Association works such as gate attendant,
snack bar coordinator, etc. It
has been a courtesy by Associations to allow Blue and Orange cardholders only
into games free. It is not
mandatory. If an Association
chooses to let all of their own personnel in free at their home game that is
their choice. However, do not
expect that of the Host Town you are travelling to.
Conferences
& Associations that violate N.C.F. Rules can
be denied the right to have any/all of their teams engage in games during
the current season upon the order of the Commissioner.
Such an order must be subjected to mail poll of the Deputy
Commissioners.
Member Conferences, Associations or Teams of NORCALFED
that act contrary to voted motions or resolutions may be investigated by the
Commissioner. The commissioner
may order suspension on finding that this paragraph has been violated.
1.
An Association may discipline its Teams, including Adult Personnel,
and a Conference may discipline its Associations, its Teams, and Adult
Personnel. NORCALFED may
discipline its Associations, Conferences, Teams and Adult personnel.
2.
Association or Conference Hearing. Hearing held pursuant to
disciplinary actions instituted by an Association or Conference are to be
fairly and impartially conducted with opposing sides permitted to present both
oral and written material in person or through a chosen representative.
In any such hearing , the applicable Bylaws and, N.C. F. Rules are to
be made available to the hearing committee.
The hearing committee will be required to take accurate minutes of the
hearing.
a.
The subject of the disciplinary action must be advised
in writing, via Certified Mail return receipt requested, two weeks
prior to the hearing, as to the place, time and the purpose of the hearing and
all of the charges and issues involved. Subject
of the action may wave the 2 weeks notice in order to have a speedier hearing.
b.
All parties of the hearing have the right to present witnesses and
testify in their own behalf.
c.
All parties of the hearing are entitled to confront and be confronted
by parties and witnesses of the other side and to cross-examine them.
The hearing
committee must issue a written report within one week of the conclusion of the
hearing. This report must note
the finding of facts, the decision citing applicable authority, and the
imposed penalty.
d. The three members of
the hearing committee of a disciplinary action instituted by an Association or
Conference shall be named by the President of the Association or the Deputy
Commissioner of the Conference involved.
3.
The finding of a hearing committee may be appealed to the Commissioner
within seven (7) days of the date thereof. The finding, decision and penalties
of the committee remain in effect, pending a ruling on same by the
Commissioner. The written appeal
must be accompanied with a non-refundable fee of fifty ($50.00) dollars,
payable to NORCALFED, and a copy of the Committee’s report.
a. The President of the
Association or Deputy Commissioner of the Conference who instituted the
disciplinary action shall arrange the time and place of the hearing by the
Commissioner upon his approval. All
those in attendance at the initial hearing will be invited to attend the
appeal hearing.
b. The Commissioner will
preside at the appeal hearing. Both parties shall be allowed to make a
statement of position. The
provisions of 2.b and 2.c of this Chapter will be applicable.
The Commissioner may rule on the admissibility of any and all evidence
and testimony. The Commissioner
may question any witnesses and all parties to the action.
c. The Commissioner must
issue a written decision within one week of the conclusion of the hearing.
His written decision must note the finding of facts, the decision
citing applicable authority and the imposed penalty.
d. The decision of the
Commissioner may be appealed to a mail poll of the Deputy Commissioners within
seven (7) days of the date thereof. The
Commissioner’s decision remains in effect pending the results of the mail
poll. The written appeal to this
poll will be addressed to the Commissioner, and must be accompanied with a
non-refundable fee of fifty ($50.00) dollars payable to NORCALFED. The Commissioner will reproduce and forward the complete
files of both hearing to all Deputy Commissioners via Certified Mail, return
receipt requested. The Deputy
Commissioner may approve, disapprove or abstain.
A majority of the Deputy Commissioners must vote disapproval of the
Commissioner’s decision for reversal. The
majority must be based on the head count of the Deputy Commissioners, not a
count of the number of teams represented.
There shall be no appeal to the mail vote.
4.
The rulings of an Association or Conference on
protest, on finding of a
violation or an interpretation, may be appealed to the Commissioner.
The provisions of Paragraph 4 of this Chapter will be applicable.
NORCALFED HEARING
5.
The Commissioner may investigate possible violations of the NORCALFED
Rules of Operation and/or Bylaws, and/or conduct that is detrimental to the
welfare of NORCALFED.
a.
A Conference, Association, Team, or adults associated therewith, being
investigated under the provisions of this paragraph, must be advised in
writing, via Certified Mail, return receipt requested, two weeks prior to the
hearing, as to the time, place, purpose of and charges and issues involved.
The subject of the action may wave the 2 weeks notice in order to have
speedier hearing.
b.
All parties being investigated are entitled to confront and be
confronted by all complainants or witnesses and to cross-examine same.
c.
All parties being investigated have the right to present witnesses and
testify in their own behalf.
d. The
Commissioner will preside at the hearing.
The Commissioner has the right to question anyone at any time and to
rule at any time during the
hearing on the
relevance of any and all testimony. He
will arrange for taking of minutes of the hearing.
e.
The Commissioner must issue a written report within one week of the
conclusion of the hearing. This
report must note the finding of facts, the decision citing the applicable
NORCALFED Rules of Operation or Bylaws.
f.
The decision of the Commissioner may be appealed per paragraph 4-d of
this Chapter.
g.
The Commissioner will not be compensated for investigative hearing.
6.
If the hearings conducted by the Commissioner under the provisions of
paragraph 6 of this Chapter involve serious age and weight infractions, or
other matters that concern the safety and well being of the players, the
Commissioner has the authority to order the suspension of any adults, teams,
sponsors, Associations or Conferences involved. The suspension shall remain in
effect until the Deputy Commissioners have made a judgment under the
provisions of Paragraph 6 of this Chapter.
7.
The Commissioner, in an appeal hearing under Paragraph 4
or 5 of this Chapter, may confirm, increase or decrease the penalty
imposed by the original hearing committee of the disciplinary action.

ruling of the Association or Conference; the Commissioner's modification may
involve more stringent provisions to the original ruling.
a.
The Commissioner, in an appeal hearing under Paragraph 4 or 5 of this
Chapter may ask questions to any possible violations of the NORCALFED Rules of
Operation and Bylaws.
b.
The Commissioner, in an investigative hearing, need not confine his
questioning to the charges and issues set forth in the mail notice.
He may ask questions as to any other possible violations of the
NORCALFED Rules of Operation and Bylaws.
c.
If the questioning under a or b above establishes such violations, the
matter may be incorporated in the Commissioner's report, providing he cites
the finding of facts, the applicable authority and the penalty imposed.
8.
If a parent or guardian of a player, an Association and/or its teams, a
booster club, sponsor or Conference, collectively or individually, directs the
Commissioner's attention to or requests an investigation of possible
violations of NORCALFED Rules of Operation or Bylaws, and/or conduct that is
detrimental to the welfare of NORCALFED (see 6 above), the Commissioner is
prohibited from adjudicating differences, in the course of, or as a result of
the investigation, the should be heard under Paragraphs 1 through 5 of this
Chapter.
9.
The Commissioner may ask two adults not necessarily Assistant
Commissioners, to sit with him in any of the hearings provided for in this
Chapter. Said two adults may ask
questions, consult with, and make recommendations to the Commissioner.
CHAPTER IX
1.
NORCALFED football is played in four divisions.
Divisions function on the basis of the minimum and maximum age and
weight limits shown below.

a.
Any player having played one year or more in a NORCALFED division, and
who, by reason of his age in the current season, is assigned to a division
where he cannot meet the minimum weight, may be permitted to play in that
division at the request of, and with the permission of the Head Coach of the
team to which he is assigned by Conference rules or action.
This provision will be known as the "veteran's
clause".
b.
The "veteran's clause" must be denied to any player whose
weight is more than ten (10) pounds below the minimum weight of the division
in which he has been requested to play.
c.
Once certified to a division, a players maximum weight limit shall be:

Play-Off / Bowl

d.
Any 13 or 14 year old veteran who cannot meet the minimum weight, even
with the "veteran's clause", shall be allowed to play at the Midget
level.
e.
Any 13-year-old weighing less than 95 pounds may play at the Jr. Midget
level. Maximum number of
older/lighter players on a team is Five (5).
These shall be the 5 lightest players who sign up, prior to the first
day of practice.
f.
Any 12-year-old weighing less than 70 pounds may play at the Pee Wee
level. Maximum number of
older/lighter players on a team is two (2). these shall be the 2 lightest
players who sign up, prior to the first day of practice.
2.
A Conference may adopt within the above weight limits, a greater
minimum, a lesser maximum and/or a periodic progressive increase in its
maximum weight from an established pre-schedule maximum which is less than the
above-maximum, providing such alterations are made known to all non-conference
opponents prior to the scheduling of inter-Conference games.
CHAPTER
X
1.
PLAYER REGISTRATION
In order to be
certified to a team roster, a player must be eligible under the following
requirements:
a.
A player must furnish the team with a written consent to play from his
parents or legal guardians. If
the consent is revoked, the player is immediately ineligible.
b.
A player must furnish the team with a written statement from an
examining physician as to his physical fitness to play.
If a physician should subsequently determine that the player is no
longer physically fit, said player is immediately ineligible.
c.
If a player's parent and/or school should determine that his continued
participation in NORCALFED football is adversely affecting his schooling, and
so advises the team's head coach in writing, said player is immediately
ineligible.
d.
Proof of birth shall be by the following methods:
a.
Most preferred -certified copy of original birth certificate
b.
Less preferred - Xerox copy of the original birth certificate
c.
Less preferred - original copy of hospital certificate
d.
Least preferred - Xerox copy of hospital certificate
e.
Veteran players may use previous years stamped players card
f.
Proof of age from school
g.
In the event the above are not available the commissioner shall be
contacted by the conference Deputy Commissioner for a special waiver.
e.
Must have transfer letter if player lives outside team's boundaries.
f.
All 13 and 14 year old players must present proof of grade level.
This proof will be in the form of a letter from school on letterhead or
the player's most recent report card indicating grade.
g.
A player shall be ineligible during any season in which he had engaged
in an inter-school tackle football game.
Coaches are prohibited from recruiting players from school teams.
h.
Coaches are prohibited from recruiting players from other association's
teams or players outside their geographic boundaries.
i.
NO PLAYER may participate OUTSIDE the Association's geographic
boundaries in which he resides.
Exception:
If a player can demonstrate Logistic Hardship, and the player is
CURRENTLY attending a school outside his home boundary, he may request a
transfer to play in the boundary of the school he attends.
1)
Transfer request MUST include:
a.
Approval signature of the resident Association's President.
b.
The reason for the transfer, written and signed by the parent or
guardian, on the application request form.
c.
Proof of attendance in the outside school district.
d.
Approval signature of Deputy Commissioner in the resident district.
2)
Until ALL measures regarding the request are complied with, the player
SHALL NOT participate in the out of district football program.
3)
If approved, the transfer request form MUST be kept in Player Card
Jacket.
j.
Any player who participates in an Association outside his geographic
boundary without a TRANSFER LETTER will be removed by the Deputy Commissioner.
The player will be ineligible to participate for the remainder of the
season. The team will forfeit all
games the ineligible player participated in, and will not play in the Nor Cal
Fed tournament that year.
2. TEAM
REGISTRATION OF PLAYERS
a.
All player candidates must register with their team prior to the start
of practice. At that time, the candidate must deliver to the head coach,
the items required in paragraph 1 including any fees as may be required by the
Association. It is the
responsibility of the team to ascertain the birth date of all players and
enter it on the players official NORCALFED registration card and the certified
team roster.
This card shall
be signed by the team's Head Coach or Association President on the line
labeled "authorized Team Signature".
This signature certifies the authenticity of all documents provided to
the Deputy commissioner for certification.
Falsification of any documents will result in automatic suspension of
signature and removal of team from tournament play.
b.
The spokesman for teams at the time of sign ups and/or registration are
required to be very specific in replying to questions from parents or
guardians as to all uses to which the registration fee will be put, the type
of insurance coverage carried, and Association rules and regulations and to
said parent or guardian.
c.
Once registered with one team, and certified, a player cannot move up
or down to another team within the same Association without the agreement of
both Association Board and Conference Board.
Exceptions:
1.
His team has been disbanded for not enough players to constitute a
legal team and he qualifies for another team.
2.
A definite personality conflict with his coach.
3.
He cannot maintain weight.
d.
All player cards shall be in a vinyl jacket and placed in alphabetical
order in the weigh book.
e.
A label will be affixed in the upper right hand corner of the player
card listing players. Name (last name first) and Jersey number.
f.
Once the players card is stamped, no other information is required to
remain in the card jacket.
3.
CONFERENCE REGISTRATION OF TEAMS
a.
Prior to the day of the first game of the year, the teams will enter
all players' names to the certified team roster.
The team cannot list candidates who are ineligible, or who have been
cut from the squad by the head coach. Only
a head coach may cut a candidate from the squad, and this must be done in
private and thoroughly explained to the player and his parents or guardians.
b.
The certified team roster shall be on forms provided by the
Commissioner and shall be prepared in sufficient number to meet the
requirements of the Conference. P.O.
Box addresses of players are not acceptable.
Street address must be on form.
c.
At the time the team registers its players with the Conference, a
player must weigh-in at or below the maximum weight and at or above the
minimum weight of his division. A
player shall be ineligible if it is found that devices, methods or medicines
were employed in order to temporarily attain a required weight, prescriptions
by a doctor excepted.
d.
A player may weigh partially dressed to make minimum or maximum
certification weight. Once
certified , only maximum weight will be checked on game day by weigh masters.
e.
Additions to the certified team roster after the day of the first game
of the year will be a Conference matter providing that any such additions are
reported to the Deputy Commissioner in writing within twenty-four (24) hours,
that no other sections of these Bylaws are circumvented, that such additions are made prior to the first weight increase,
and that such addition does not replace a boy already certified, still
eligible and willing to play.
f.
A copy of all certified rosters must be sent to Conference Deputy
Commissioner and the NORCALFED Commissioner.
g.
Any player certified within one Association cannot, during the season,
change to
another Association without changing his physical
residence from
one area to another from within the boundaries of one Association to within
the boundaries of another Association, without good reason and approval of
both Associations and/or Conference Boards in writing.
4.
LATE PLAYER CERTIFICATION
a.
Players who don't certify with the majority of their team, may play the
first time they make weight when their card is signed by the opponent weigh
master and actual weight is recorded.
b.
The player may not play the next game if his card has not been stamped
by the deputy commissioner.
Insurance
Requirements
1.
All Associations are required to carry Bodily Injury Liability,
Property Damage Liability and Accident, Medial insurance coverage.
The minimum amount of Liability insurance and medical coverage per team
for a minimum period of June 1st through December 1st of each year, shall be
set annually by the membership at the preceding regular January meeting. The minimum accidental-medical must:
a.
Cover injuries sustained while engaging in the play of football during
a scheduled game or practice or in the participation of other NORCALFED
activities and while traveling directly to or from a
scheduled game or practice or other NORCALFED activity.
b.
Cover all candidate players, otherwise known as try-outs, players,
cheerleaders, pompom girls, coaches, scouts, managers, trainers and duly
authorized volunteer workers, all officially connected with the insured team.
c.
The minimum amount of insurance carried will be twenty-five thousand
($25,000.00) medical, and one million dollars ($1,000,000.00 )
liability, or whatever maximum the insurance carrier will allow.
2.
The insurance must be effective as of the day proceeding the first day
of official practices, and must not terminate prior to the day following the
final game of the NORCALFED Tournament.
3.
Each Association shall appoint an insurance coordinator to be
responsible for the processing of all insurance claims originating with their
Association.
1.
A NORCALFED team shall not schedule, conduct and/or play a controlled
or practice scrimmage and/or an exhibition, pre-season, regular-season, bye,
post-season, championship or bowl game with a non NORCALFED team and/or a team
that utilizes a different age and weight divisions.
2.
The schedule of all NORCALFED teams including all exhibition,
pre-season, regular season, bye post-season, championship and NORCALFED
Tournament games must start on or after the last Saturday of August and must
terminate on or before the Sunday proceeding Thanksgiving.
3.
All exhibition or post season games must be scheduled and played with
the prior approval of the Commissioner and under the control and supervision
of the host Deputy Commissioner. A
team that is on probation or suspension by its Conference or NORCALFED is
ineligible to play in an exhibition, post-season championship and/or NORCALFED
Tournament game.
4.
Unless a Conference votes to play only teams within their Conference
during a season, the NORCALFED Assistant Commissioner appointed as scheduling
Commissioner shall schedule all inter-conference and intra-conference games.
5.
The decision of a conference to play only themselves must be made prior
to and reported at the January membership meeting.
The League schedule shall be completed and distributed at the May
membership meeting.
a.
Participation in the inter-conference scheduling discussions and
post-season games shall be limited to those Conferences whose Federation debts
for the previous season and whose affiliation/membership fees for the present
season are paid in full by the May meeting.
b.
The scheduling will provide that each Conference will commit its teams
to inter-conference games in given divisions on given weekends, either away or
at home. All Conferences must
commit themselves to divide their inter-conference games equally between home
and away games.
c.
Any Association (town) that fails to provide a team as committed in the
scheduling will be fined five-hundred ($500.00) per TEAM by the Commissioner.
The fine so levied, when collected, will be paid to the offended
Association. The fine must be
paid to the Commissioner within thirty (30) days from the date of the
scheduled game.
d.
If an Association fails to pay its fine it may be prohibited from
engaging in Tournament play during the present season and from all games in
the following season.
e.
In
the event of extreme hardship, subject to the approval of the Commissioner, an
Association may request to cancel a specific scheduling agreement and avoid
the penalty of the five-hundred dollar fine.
Said requests must be dated and postmarked prior to the third (3rd)
Sunday in August. Such an
approval by the Commissioner must be subjected to a mail poll of the Deputy
Commissioners except that a letter by the Commissioner and the letter from the
Association requesting the cancellation will be substituted for a
"complete file of the hearing".
f.
The Commissioner shall have the power to cancel any inter-conference
games of any Association that invokes sub-paragraph 5e of this Article.
Such cancellations will be for the sole purpose of adjusting schedules
in order that the offended Association will not suffer a bye date by reason of
the action of the Association that invoked the provisions of said
sub-paragraph. There shall be no
appeal from the Commissioner's cancellation actions under this sub-paragraph.
6.
A practice session is defined as any skull session, group conditioning
or any other form of training. Practice
sessions will not commence earlier than five (5 ) weeks prior to the third
Saturday of August (Jamboree). Split
practice sessions will not be allowed. A
valid football accident insurance policy must be in force prior to the first
practice session of all NORCALFED teams.
7.
All coaches, managers, and/or scouts of any kind are prohibited from
attending any practice session of any future opponent.
8.
The following rules shall govern all practice sessions of all NORCALFED
teams:
a.
A physician or individual holding a valid Red Cross First Aid Card must
be present.
b.
At all sessions involving physical contact, all players must wear full
protective equipment as required in the current National Alliance Edition
Football Rules Book of the National Federation State High School Athletic
Association.
9.
"No practice session shall exceed two (2) hours in duration,
except as in (a) below. All practices shall conclude at or prior to 8:00 pm after the
start of school."
a.
Prior to the start of school, an Association may have the option of
practicing four (4) days at two and one half (2 1/2 ) hours each, in lieu of
five (5) days at two (2) hours each.
b.
The reduced practice schedule will be adhered to, following the last
week in August. Parents who have
players in school prior to this time, have the option to withhold said players
from full practice time, at no penalty to the players.
10.
No player shall be issued gear (except helmets) or participate in
physical contact until he has experienced ten (10) hours of conditioning
practice, (football conditioning, within a football organization) or until the
coach feels appropriate conditioning has occurred beyond this minimum time
frame. No player may be issued
gear or engage in physical contact, when at a weight higher than tournament
weight. Players may participate
in Jamboree at tournament weight.
GAMES
11.
The following rules shall govern the scheduling of all games for all
NORCALFED teams:
a.
The home team must be responsible for the presence of a game physician,
registered nurse, E.M.T. or an ambulance.
b.
The home team must employ the services of:
1.
At least three (3) qualified AND One (1) trainee official accredited by
the local high school Official's Association.
Responsibility for the payment of the Official's services shall be by
the Host Association. NORCALFED
shall be required to furnish the Official's with copies of NORCALFED Playing
Rules.
2.
A trained clock operator at least 16 years of age.
c.
All games must be scheduled in keeping with all applicable local
ordinances and State Laws.
d.
A period of ninety-four (94) hours must elapse between the final gun of
a game and the opening kick-off of the immediate following game.
e.
Night games may be scheduled on Fridays and Saturdays only, and must
start no later than 7:00 p.m.
f.
A game that is terminated for any reason other than forfeiture may be
re-scheduled.
g.
An Association may charge a standard admission fee of $3.00 per family,
$1.00 per adult, and $.50 per child 12 and under.
12.
Practices are extended to four (4) one and one-half (1 1/2) hours, or
three (3) two (2) hour practices for Any teams entering NORCALFED Tournament
games.
13.
NORCALFED players are not allowed to be named to or take part in
"all-star" youth football teams or games.
The typical NORCALFED player is too immature to be named on "all
star" and such honors with or without game participation are too
frequently detrimental to the spirit necessary to a good team or Conference.
14.
The winning of a Conference championship does not of itself guarantee
or assure the team a bowl bid or special awards of recognition for the members
of the team (disciplinary action-suspension-probation).
15.
At all games, all players shall wear full protective equipment as
required in the current National Alliance Edition Football Rules Book of the
State High School Athletic Association. EXCEPTION:
Sneakers or non-detachable rubber cleated shoes are mandatory, unless the
cleat is threaded and screws into the shoe.
It was suggested at the January 1981 meeting that game officials check
the cleats before each game and players wearing illegal cleats be removed from
the bench area and not be allowed to participate in that game.
16.
A NORCALFED team may schedule post or pre-season or Bowl games outside
of their Conference, as long as weights and ages correspond with NORCALFED
rules. Games must be scheduled
through the scheduling director and the Commissioner, and may not occur after
Thanksgiving weekend.
17.
Conferences that fail to comply with this Chapter may be denied the
right to have any or all of their teams engage in games outside of their
Conferences during the current and immediate following season upon the order
of the Commissioner.
18.
All host team Presidents are to call the score of game results to the
Assistant Commissioner in charge of score keeping within 24 hours of the end
of the game. A fine of $100.00
shall be imposed for failure to do so.
1.
Each year the Commissioner will purchase from the National Federation
of State High School Athletic Associations, a sufficient number of their
current national Alliance Edition Rules Books to allow distribution of five
(5) books to each Conference, plus one book to each Association.
2.
With each printing of the NORCALFED Rule Book, the Commissioner will
make available to the Deputy Commissioners, 10 copies for each Conference,
plus 5 copies for each Association. All
additional copies will cost $5.00 each. All
games will be played under the current National Alliance Edition Football
Rules Book of the National Federation of State High School Athletic
Associations subject to the following modifications:
3.
Teams in the Jr. Peewee, Peewee and Jr. Midget divisions must use the
junior size ball. Teams in the Midget division must use the intermediate size
ball.
4.
The home team is solely responsible for the preparation of the playing
field and all required accessories for the game.
5.
The bench area is limited to players, no more than eight (8) coaches,
equipment manager, game physician, ambulance attendants, and law enforcement
officers. Each team is solely
responsible for the presence of other than the aforementioned individuals,
game officials and members of the chain and down marker crew in their bench
area during a game. Each team is
responsible for the exclusion of spectators from the bench area and all points
within ten (10) yards of the side lines or end zone lines.
The people permitted in the bench area must wear similar
identifying shirts or jackets in order that their identity and presence
is readily discernible to game official and/or spectators.
The “coaches box” is limited to three (3) in the box per High
School Rule Book. Balance of the staff must be behind the “box” in the bench
area.
a.
The game officials will assess a fifteen (15) yard un-sportsman-like
conduct penalty against any team that has in its bench area any individuals
other than those authorized above.
b.
The Commissioner, Assistant Commissioners, Secretary, Treasurer, Deputy
Commissioners and Assistant Deputy Commissioners are empowered to direct the
attention of game officials to violations of this paragraph.
c.
Any team found guilty of placing unauthorized individuals in an
opponent's bench area will forfeit the game in questions, and one position in
its final conference win/loss standings.
In addition, those persons will be subject to suspension from all
NORCALFED activities.
6.
The length of quarters for ALL
games shall be (10) minutes on a stop and go clock.
If at any point during the game, both head Coaches feel it would serve
the best interest of the players involved, a running clock may be
used.
At any time the team trailing in a game by 28 points or more may call
for a running clock. Any team up by 28 points may not onside kick.
7.
Intermissions between the first and second and third and fourth
quarters shall be two (2) minutes and between second and third quarters
fifteen (15) minutes. Coaches may hold a conference within the two-minute
intermission between quarters with one or more players.
8.
Each team shall be permitted three (3) time outs per half.
Time outs for injuries shall be charged as an official's time out.
9.
The free substitution rule is always in effect.
10.
During a try-for-point a team may score one (1) point from what would
be a touchdown and two (2) points from what would be a field-goal under rules
governing play at other times during the game.
11.
A scout, while scouting, must be identifiable.
Dressed in team colors and wearing a N.C.F. Identification Card.
12.
The eligibility of a player may be challenged prior to the game only at
weigh-ins and only in the presence of the weight-masters and the head coaches
of the two teams. All teams must have in their possession for examination by
the weigh-masters and the opposing team, an identification card for each
player on the certified team roster.
13.
Once removed by reason of an injury, a player must not be allowed to
re-enter the game without the approval of an Emergency Medical Technician,
Registered Nurse or Medical Doctor.
Any player or
cheerleader injured, seeking medical attention at any medical facility, must
submit a medical release to their head coach, advisor, or insurance
coordinator before taking part in any practice, scheduled scrimmages, and/or
games.
14.
All coaches must abide by a doctor's decision in all matters pertaining
to a player's health, injuries, and/or physical ability to participate in a
game of the NORCALFED program.
15.
Spearing will not be tolerated in NORCALFED.
It is generally committed by a defensive player who deliberately and
maliciously rams the opposing ball carrier with his helmet and face guard; an
offensive player may also be guilty of spearing for the improper use of his
helmet and face guard. It
subjects a guilty player, as determined by game officials to charge of
personal foul and unnecessary roughness.
Repeated offenses will result in the removal of the offending player
from the game at the discretion of the officials.
Spearing, if taught by a NORCALFED coach, shall subject such individual
to dismissal if found guilty after a hearing.
16.
A head coach may request a parent or guardian to remove a player from
the team. This action is to be
taken only when such disciplinary action is
absolutely
essential to the welfare of the team, and only in a discreet manner which will
not embarrass the player and/or their parents or guardians.
17.
During a game, warm-up preceding a game, half-time intermission, and
until the team has left the locker room for home, the head coach is fully and
directly responsible for actions involving himself, his assistants, and the
managers assigned to the bench area and the players.
All of the foregoing must accept all of the decisions of the game
officials as being fair and called to their best ability.
The coach must remain in control of himself at all times in order to
set a good example for players and spectators.
18.
The coach shall play all eligible players on his team a minimum of six
(6) plays. It is the
responsibility of the Conference and Association Officers to see that this is
carried out within the spirit of NORCALFED.
19.
Referees shall be given a copy of all specialized NORCALFED rules to
insure uniformity of enforcement in each conference-scheduling referee will be
requested to provide copies to all referees working all NORCALFED games.
a.
A game official's decision
called on judgment must never be questioned.
b.
A game official's interpretation of a playing rule may be questioned,
but a time out will be charged to the team, and the officials must be treated
and addressed as gentlemen.
c.
Only protests involving rules interpretations or the eligibility of a
player may be considered; never the judgment of an official in calling a play.
A protested game cannot be replayed.
d.
Coaches who remove their team from a game before the game is completed,
as a protest against officials, forfeit the game relinquish their claims to
current Conference championship, and place themselves on suspension until
their actions can be heard by the Conference and a decision made.
There is no appeal.
e.
Coaches or any adults whose actions incite spectators to altercations
or confrontations involving physical violence, may be suspended for the
current and five (5) immediate following years, upon order of the
commissioner. Such an order must
be the result of an investigation as provided in Chapter VIII
f.
Any action involving physical violence in any NORCALFED game, will
require three (3) detailed written reports to the Commissioner on the entire
incident. One each for the head
coach visiting team,
head coach home
team, and President host Association. All
three reports must be forwarded via Certified mail, return receipt requested,
and must be postmarked within 72 hours following the schedule kick-off time of
the game in question.
g.
The head coaches and Association Presidents who fail to make the report
required in "f", may be suspended immediately on the order of the
Commissioner without a hearing. Those
teams whose coaches fail to make such a report within the prescribed time, may
be denied the right to participate in any games for the balance of the current
and immediate following two seasons on the order of the Commissioner without a
hearing.
h.
The report of the Association President must be followed with a second
report detailing the finding of facts, itemizing the penalties imposed, and
citing the applicable authority for the penalties.
This report must be in the hands of the Commissioner 30 hours prior to
the next scheduled kick-off time of the two teams involved.
The deadline will be the earliest of the two kick-offs, if the times
differ. If the report is not made
on time, both teams will be suspended without a hearing on the order of the
Commissioner, and the suspension will not be terminated until 30 hours after
he receives the report.
i.
The Commissioner may order the temporary suspension, without a hearing,
of either team or any of the adults involved, pending a hearing, if he feels
that the penalties imposed were not in keeping with the violation.
20.
If the score is tied at the end of the regulation time, the 10 yard
line overtime procedure will be used, according to the National Alliance
Edition Football Rules book of the state High School Athletic Associations
known as the Kansas City Plan with the following modifications:
a.
If the score remains tied, the following will go into effect:
The ball will be placed at half the distance to the goal (the five yard
line) until someone scores. This
process will continue at half the distance intervals. There will be an
intermission of 2 minutes during which the loser of the original coin toss
will be given the first choice of the options.
21. TEAMS
a.
A team must have sixteen (16) or more players eligible, suited and
ready to play at kick-off, or forfeit the game.
After conferring with their weigh master, the head coaches of the two
teams involved will meet prior to the kick-off and confirm that 1) both teams
have met the weigh-in requirements as to number of eligible players, or 2) are
playing the game as a forfeit. Any
game played as a forfeit shall be on a running clock for safety purposes
(fatigue).
b.
A team shall have not less than twenty (20), not more than forty -five
(45) players certified to its roster.
An Association may not restrict the team signups to less than 35
players per team for PeeWees, Jr.
Midgets, and Midgets. Sign-ups
are on a first come, first serve basis with NO CUTTING or TRYOUTS allowed.
c.
An Association may petition the Commissioner for a hardship waiver for
any team, of more than 16 players, who cannot find 20 players to certify.
The petition must be presented and approved by
the conference
deputy commissioner who is convinced all possible options have been used to
build the team to 20 players.
22.
JR. PEEWEE DIVISION
With the
exception of the below listed conditions, all rules governing NORCALFED
football will be adhered to.
a.
There will be a maximum of thirty (30) players on each roster
b.
A minimum of 3 game officials will be used.
c.
Two (2) coaches from each team must be on the field.
d.
Each player on the roster must play at least one quarter.
e.
There will be no kick-offs, the ball will be put into play from the
offensive 40 yard line.
f.
No team will start an offensive play deeper than their own 40-yard
line.
g.
Each team will have two (2) quarters of offense and defense.
Teams will change from offense to defense each quarter, with the
visiting team starting on offense.
h.
There will be no punting if a team fails to make its first down.
The ball will go to the offensive teams' 40 yard line.
i.
There will not be a point after touchdown attempted.
j.
Scores will not be reported to media or by the league scorekeeper.
k.
There will be no standings posted, nor post-season playoffs.
l.
Blitzing is prohibited. More
than 6 man defensive front line is prohibited.
m.
Defensive fumble recoveries and/or interceptions are dead balls.
23.
The following procedure is to be followed at pre-game weigh-ins.
a.
Each player must have an official NORCALFED registration card, complete
with photo and approved signatures. There
will be no exceptions to this requirement.
b.
Pre-game weigh-ins in shorts, not more than two (2) hours prior to
kick-off are mandatory. Pre-game
weigh-ins shall be conducted by an authorized representative of each team,
appointed and designated by the Association president as the weigh-master.
The weigh-masters have the final word in any determination.
c.
The scales should be balanced to the satisfaction of the two
weigh-masters prior to either team being weighed, and remain at that setting
for both teams. Weigh-masters
must remain at the scales room until kick-off, at all games, and especially at
Tournament.
d.
Heavy weights who must strip down, may be placed at beginning of book
and weighed first, to allow time to dress.
The balance of the players of each team will be lined up in
alphabetical order and stripped as necessary.
The players must have gone to the bathroom.
The player must stand on the scale with both feet entirely on the scale
and centered. He must be facing
forward and stand on the scale until told to step off.
If he does not make weight, and has clothing he can remove, he may
strip completely and step back on the scale and re-weigh.
After every player has weighed, the cards of those who qualified should
be dated, initialed by the weigh-masters, and counted to compare with the
number of players on the field. For
those who did not make weight, their cards should be dated, weight and jersey
number recorded and cards initialed. An
overweight player will be allowed to wear his jersey and sit on the bench in
street clothes.
e.
Definition of making weight:
All weigh-ins in NORCALFED must be conducted using a BALANCE BEAM SCALE
that is properly maintained and certified regularly.
The player is determined to have made weight if light can be seen above
the beam when the scale is set on the upper limit weight line.
The host team weigh master will be the sole judge as to access to the
scales prior to the official weigh-ins.
f.
If a player exceeds the maximum weight limit at a pre-game weigh-in, he
is ineligible for that game only. A
player may not be withheld from a pre-game weigh-in because he was found to be
overweight prior to the time set for the pre-game weigh ins.
24.
A Conference must declare a game forfeit by any team which suited
and/or played a player who was not weighed at the pre-game weigh-in, was
declared to be overweight by the weigh-masters at the pre-game weigh-in, or
was found to have used devices, medicines or methods, including but not
limited to steam rooms or cabinets, rubber or plastic sweat suits,
prescriptions by a doctor excepted, to temporarily attain a required weight.
In the event both teams in a game are found to have violated this
Paragraph, the Conference must enter that game as a loss to the official
Conference win-loss records of both teams.
The game cannot be replayed and both teams sacrifice their right to the
use of the Kansas City Plan as to that game.
25.
The decision of the weigh-masters cannot be appealed.
Weigh-masters and/or coaches are prohibited from permitting players who
are over-weight to play. If weigh
masters are found to have agreed between themselves and/or the coaches to
permit overweight players to play, the teams involved must be ruled by the
Conference to be ineligible for the playoffs during the current season.
26.
A Conference
must declare a game forfeit by any team that played a
player subsequently found to be ineligible.
1.
No team, Association, Conference, booster club or any other individual
or group of individuals directly or indirectly affiliated with NORCALFED shall
grant, give, bestow, or otherwise present or convey to any player an expensive
trophy or other award. Any trophy or other award given to an individual player
may not cost more than ($10.00) dollars.
Recognition for scholastic achievements, scholarships, NORCALFED
approved awards are exempt from the ($10.00) limitation.
2.
With the exception of scholastic awards, individual recognition of any
player over another player with a trophy or other award, is not consistent
with the "team spirit" of NORCALFED and is therefore prohibited at
the Association's annual Awards and Recognition Banquet.
3.
For the purpose of this Article, parents or groups of parents of
players and/or sponsoring organizations and booster clubs of teams are
considered to be NORCALFED affiliates.
4.
A team that is on probation or suspension by action of its Conference
or NORCALFED, cannot be awarded the designation of Champions or receive
trophies in recognition of same.
1.
The Kernon D. Griffen Memorial Tournament will be scheduled at the
March Executive Council Meeting.
a.
ALL debts to NORCALFED will be cleared prior to October 1st of each
year. Those conferences not in
good standing will forfeit their right to participation in any and all
Tournament games.
2.
Each Conference must select its entries for the tournament.
a.
If two teams are tied, the winner of the regular season game between
the two teams will determine its position in conference standings.
b.
Selection of teams for entry to the Tournament does not alter the final
win/loss standings.
c.
Comparison of total scores as a method to break ties is expressly
prohibited. Preseason win/loss
record is also prohibited.
d.
If three or more teams are tied, and it is not possible to use head to
head competition from the regular season as a tie breaker, a Conference may
use the "Cornell Plan" to select is tournament participants or to
seed its tournament participants. The
Deputy Commissioner shall be responsible for securing the field, Officials,
chain gang and times of play. This
game shall be played no later than the Tuesday prior to tournament weekend.
CORNELL PLAN MODIFIED
The team shall
draw to determine their order of participation in a round robin tie breaking
procedure. The first offensive
team shall decide the direction of offensive plays shall be run.
The ball will be placed on the 50 yard line.
The offensive team shall be given the chance to advance the ball in
four (4) plays.
At the end of the
fourth play, the yardage shall be measured and recorded.
The ball shall be returned to the 50-yard line and the next offensive
series shall begin. At the end of the final offensive series, the yardage shall
be totaled and the teams ranked 1,2 and 3 according to total yardage.
This will be done
by the Conference Deputy Commissioner. In
the event two teams advance the ball and equal distance, the procedure shall
be repeated for the teams which are tied.
In the event of a team advancing the ball over the line in any one of
its first three attempts, the ball will be returned to the 50-yard line, and
play will continue until the team has consumed its four offensive plays.
In the event an
offensive team fumbles and the defensive team recovers, or a forward pass is
intercepted, the offensive team's point of furthest advance becomes the
immediate previous
line of scrimmage and the offensive team has consumed all of its offensive
plays.
A team shall run
all four of its offensive plays, unless a turnover occurs.
There shall be no waiver of playing rules during these plays, no clock,
and the rules and penalties for delay of game are not waived.
There will be only one time-out per team, per series of four plays.
Time outs for injuries will be an official's time out.
The coaching staff may not address a non-injured player during a
time-out for injuries.
There shall be a
one (1) minute interval between each offensive series. The coaching staff may address the team during these
intervals. Time spent
participating in the tie breaking procedure shall not be considered as
practice time for those teams participating in the playoffs.
e.
The schedule for a three team tie breaker shall be as follows:

A Conference must enter its section teams to the pairings.
The Section teams may be designated only as one or two.
3.
On or before the Monday preceding the first game of the Tournament,
Certified Team Rosters of participating teams will be sent to the Commissioner
by Certified Mail, return receipt requested.
4.
Immediately upon completion of each round of games, and not later than
7:00 pm. Of the Sunday of the
weekend in which the game was played, all host Deputy Commissioners must
advise the Commissioner, or designated Assistant Commissioner, as to the score
of the games hosted. The Championship games will be hosted by one Conference,
alternating each year, between conferences between Division I and Division II
Games. The net proceeds of the
gate and snack bar will benefit the host Associations exclusively.
5.
The host association must pay to the Treasurer of NORCALFED a host fee
of ($100.00) one hundred dollars per day.
Said fee must be recognized by the host Association as a cost.
The guest Associations and/or the Executive Council are not required to
, and must not underwrite the financial success of any Tournament game.
A team participation fee per playoff game will be established
for the season in the May membership meeting.
a.
Host fees and team participation fees shall be forwarded to the
NORCALFED Treasurer prior to each tournament game.
b.
The admission to Tournament games shall not be over two ($2.00) dollars
each for all of the age of twelve (12) and over, all under the age of twelve
(12) shall be free.
c.
Game officials, coaches, managers, players, water boys, equipment boys,
Deputy Commissioners and Association Presidents will be admitted free to
Tournament games in which they or their team(s) are participating.
d.
The sale of "50-50" tickets and "Drawing" tickets
shall be permitted at all Tournament games.
6.
The Commissioner will provide team trophies and individual awards for
the champions and runners-up in each division.
a.
The trophies shall designate:
1.
Division champions
2.
Division Runners-up
3.
Kernon D. Griffen Memorial Tournament
4.
Year of Competition
b.
The trophies must be identical, and in two sizes, one above the
largest. Engraving of team name
and other data will be at team expense and discretion.
c.
There will be a Championship "floating" trophy -one for each
division- which is kept by the Champion until it is either re-won or lost at
the following Tournament. Engraving
of the team name, Conference and year will be at the expense of the team.
d.
The individual awards will have the same designation as the trophies.
They will be identical in size. Two
distinct color combinations shall be used.
7.
The host Association/Conference must furnish, supply and pay for:
a.
Field rent and lights, if necessary.
b.
Four accredited officials for each game.
c.
Locker room and shower facilities, not soap and towels.
d.
A Doctor, ambulance (stand-by ambulance with first-aid people nearby)
or E.M.T. Personnel.
e.
Police protection as the host Deputy Commissioner deems necessary.
f.
Miscellaneous personnel as required, such as, but not limited to:
1.
Announcers
2.
Ticket sellers and takers
3.
Locker room guards
4.
Chain gang
8.
All teams will be required to furnish their own transportation, food
and lodging. Parents and
guardians will not be admitted to locker rooms.
All players must be told not to leave money, jewelry or other valuables
in the locker rooms. The host Association/Conference and host Deputy Commissioner
will not be liable for losses of these items left in the locker rooms.
9.
If a Conference/Association fails to provide a team to any of its
berths in the Tournament, it is obligated to pay NORCALFED a penalty of Five
Hundred ($500.00) dollars per team. When collected, the Treasurer of NORCALFED
will compensate the offended Conference, Two Hundred dollars ($200.00) and the
offended team, Three Hundred dollars ($300.00).
1.
NORCALFED cheerleading rules govern all participants cheering for any
NORCALFED affiliated football team. The
term cheerleading includes all performing groups, i.e. pom-pom girls, drill
teams, etc. NORCALFED
cheerleading provides an opportunity to cheer in an organized, supervised,
safety-oriented manner that emphasizes fun for all and encourages the
development of qualities important on after cheering days.
2.
A.
Cheerleading program attains membership in NORCALFED through
affiliation with a NORCALFED association.
The organizational structure is as follows:
1)
The cheer advisor (head coach) must be a responsible adult twenty-one
(21) years of age or above, who:
a.
is responsible for cheerleaders and cheer instructors at practices and
games.
b.
is responsible for the rapport with players, parents, and the
Association's Board of Directors.
c.
will attend all games and practices.
d.
will be able to accept suggestions, constructive criticism, and mediate
complaints.
e.
will assist in uniform selection.
f.
will be sensitive to the financial and fund raising needs of the entire
football Association.
2)
The cheer instructor should be at least fourteen
(14) years of age and:
a.
will be under the direct authority and supervision of the cheer
advisor.
b.
have the ability to teach effectively and maintain a good rapport with
the cheerleaders.
c.
be present at all games and practices.
B.
An association may have cheerleading squads for each football team it
fields. Each association with a
cheerleading squad shall appoint a cheer coordinator.
1)
All adult cheerleading personnel shall be under the supervision of the
cheer coordinator. The position
of cheer coordinator may be held by a cheer advisor.
The cheer coordinator shall:
a.
coordinate the cheer program with the Association's Board of Directors.
b.
attend all Conference-level cheer meetings and report the results to
the Association Board of Directors and all cheer advisors.
c.
represent the Association in coordination of all Conference sponsored
cheerleading activities such as Jamboree and competition.
C.
Conference Level
1)
Each Conference shall elect a Cheer Commissioner who shall then be
considered a member of the conference Board.
The Cheer Commissioner shall chair all Conference cheer meetings, which
may be held separately from the regular Conference meeting.
2)
All issues determined at the Conference cheer meetings are subject to
approval by the Conference Board.
3)
The cheer Commissioner shall be responsible for certifying all
participants to their respective rosters.
The Deputy Commissioner shall at this time affix his signature and
stamp.
3.
Each Conference and/or Association shall have the right to determine
its own method of forming cheer squads.
a.
There should be a squad for each football team an Association fields.
Squads can be combined when there are not enough cheerleaders, however,
this is to be discouraged. Should
it be necessary to combine squads, they may only compete in the higher
division.
b.
Each squad's roster shall have at least three (3)
and not more than fifteen (15) members.
Two (2) of the maximum of (15) members may be mascots.
Each conference and/or Association may choose to reduce the maximum
number but may not reduce the number below ten (10).
The Conference and/or Association so doing must be sensitive to the
policy that NORCALFED is a no-cut youth athletic program.
c.
Each cheerleading squad shall attempt to fill every available position
on its roster. Sign-ups must be open to all who are interested and every
roster position will be available every year.
d.
Tryouts are recommended anytime sign-ups
exceed the available number of roster positions.
All who have signed up must be given equal
preparation in
practice in training. When making
cuts, keep in mind the ages of the cheerleaders and mascots in each division.
e.
Cheerleaders need not have a relative on one of the football teams.
f.
All cheerleaders are covered with insurance by the same policy as the
players.
g.
Cheerleaders must have uniforms.
4.
Each cheerleader must furnish the following prior to participation:
a.
A written consent form a parent or legal guardian stating that the
child has permission to participate. The
same NORCALFED certified form used by the players shall be used.
If the consent is revoked, the cheerleader is immediately ineligible.
b.
A written statement from an examining physician or registered nurse
(RN) as to the cheerleader's fitness to participate in cheering.
If it should be subsequently determined the cheerleader is no longer
physically fit, said cheerleader is immediately ineligible.
c.
A certified copy of the birth certificate for proof of age.
5.
The registration and certification of all cheerleaders shall follow the
same rules as for players, excepting provisions for weight.
a.
The ages of all cheerleaders, excepting the mascots (see below), shall
correspond to the ages of the players
in each division.
b.
The use of mascots shall be at the discretion of the Association.
When mascots are used, the following shall apply:
1)
There will be no tryouts for mascots.
2)
Mascots may not be less than (5) years of age, nor over the age limit
for their division.
c.
Cheerleader eligibility can be challenged.
Therefore, it is advisable to attach a copy of the proof of age
document to the cheerleader's registration form.
6.
All cheerleaders and adult cheering personnel will abide by the rules
and regulations a outlined in the NORCALFED rules of operation.
7.
It is the responsibility of adult cheer personnel to put safety first
in all cheering routines. The
only safe squad formations are those that involve a minimum of three (3)
people for a two (2) person stunt, four (4) people for a three (3) person
stunt, etc. There must be a
spotter for every stunt. The only
safe dismounts are those where the
cheerleader leaves the mount feet first and lands on the ground feet first
without incorporating any gymnastic maneuver.
a.
No pyramid (a building of bodies) shall be higher than (2) persons.
In NORCALFED, there is no such thing as a "half" person in
building a mount. No cheerleader
shall stand, kneel, sit or lie on anyone who does not have at least one foot
on the ground.
b.
There shall be no collapsible pyramids or any squad formation in which
the base girls move out of position, causing their mounted partner to be left
unsupported and thus fall.
c.
No tucks or flips shall be used when dismounting.
Said stunts include, but are not limited to, somersaults, fireman's
catch, etc. as a means of dismount.
1)
Tucks, flips or somersaults are dismounts where a cheerleader leaves a
mount headfirst and then turns her body to land with her feet on the ground.
This dismount, whether assisted or unassisted is prohibited.
2)
Fireman's catch is a dismount by which a cheerleader falls or jumps
from a mount to be caught in the arms of one or more people.
The dismount is prohibited.
d.
No split mounts are permitted. A
cheerleader shall not be held in a split position off the floor by one or more
persons at any time; neither shall a cheerleader in a split position support
any additional weight.
e.
No seat or knee drops are permitted (the dropping to the ground with
the seat or knees as the primary point of contact.)
f.
No body drops are permitted ('dead falls' or dropping directly onto the
ground.)
g.
There shall be no back bends supporting any additional weight.
h.
There shall be no 'flying' or 'suicide' splits which occur anytime a
cheerleader goes into a split off the ground and lands in said position with
the inner parts of the upper legs and/or thighs striking the ground first.
i.
Spotters are required when engaging in partner stunts.
j.
The only Stunts that are allowed are the pictured stunts in the
NORCALFED Rule book. There are no
variations allowed.
k.
The Jr. Pee Wee level Cheerleader will not be allowed to do any
stunting.
l.
The Pee Wee Level Cheerleader will learn skills and exercises for
stunting. Only three (3) person
stunts which require four (4) people are allowed at this level.
m.
Jr. Midget and Midget Level Cheerleaders will be allowed to do the
approved NOR Cal Federation stunts that are pictured in the NORCALFED Rule
Book if their Head Cheer Coach is Safety Certified.
8.
The schedule of practices and games shall conform to the rules for
football players.
a.
At least ten (10) minutes of warm-up exercise (stretch and limber
routines) shall be included prior to cheerleading practices, games and
competitions.
b.
No practice or participation at games shall be permitted without adult
supervision.
9.
NORCALFED cheer competitions are sponsored by a NORCALFED Conference
and hosted by a NORCALFED Association. Each
conference shall have the right to determine its own method of organizing
cheer competitions.
a.
There shall be no individual competitions.
All Associations within a conference shall be invited to enter a cheer
competition, and upon
entering, an
Association must enter all of its squads to a cheer competition.
b.
Competition among squads shall be limited to squads from the same
division.
c.
There shall be no cutting from the regular season roster, nor shall
there by any substitutions. Disciplinary
actions which result in the removal of a cheerleader from competition must be
the result of a determination by the Association Board of Directors.
d.
No squad shall engage in more than one (1) competition in any given
week and said competition shall count as one (1) practice or as the game for
that week.
e.
Judging should be done by qualified, disinterested parties.
If and when it becomes necessary to utilize as a judge, and individual
from an organization participating in competition, it is imperative that
judges be drawn from other
participating organizations as well, so as to discount any local bias.
f.
Only protests involving the interpretation of any rules, safety
violations or cheerleader eligibility may be considered.
The judges shall make the final determination and their decision may
not be appealed.
g.
There will be two (2) catagories of events: a CHEER EVENT and a
CREATIVE EVENT (musical dance or novelty).
1)
CHEER EVENT will consist of one (1) "Hello" cheer and one (1)
"Performance" cheer. Props
are not permitted in the Cheer Event.
2)
CREATIVE EVENT will be no longer than three (3) minutes, and no shorter
than two (2) minutes in length. Props
such as pom-poms, hats, canes, or any favorable items that go with the theme
of the music shall be permitted. Items
that leave litter, such as confetti, shall not be allowed.
h.
Music shall be in good taste and not contain any vulgar language or any
references to sex or drugs. All
music shall be reviewed and approved by the Conference Cheer Commissioner in
conjunction with all participating cheer coordinators.
The Cheer Commissioner shall make the final determination on questions
concerning music.
i.
Partner stunts are discouraged at competition and are prohibited when
competition is held on a hard surface, such as that found in a gymnasium.
j.
Judging shall be done in the following catagories:
1)
Appearance (10 points max.) grooming, neatness, posture, uniform
cleanliness.
2)
Routine (30 points max.) choreography, incorporation of specialties,
creativity, continuity, floor patters, originality, degree of difficulty,
variety and visual effects.
3)
Execution (30 points max.) skill in specialties, voice projection,
rhythm, strength of motions, uniformity, precision, time and spacing.
4)
Showmanship (30 points max) spirit, enthusiasm, attitude, personality,
facial projection and smile, self-confidence, eye contact, audience appeal,
recoveries, entrance and exit.
k.
Individual awards shall be given to the squads placing 1st and 2nd in
each event. All cheerleaders
shall be given a participation award, i.e. pin or ribbon.
The Conference shall provide the awards from the contributions in
equal share from all Associations.
10.
An Association may enter any or all of its squad in non-NORCALFED
Sponsored competition or event, only if it follows all NORCALFED safety rules,
occurs during the NORCALFED season, does not conflict with NORCALFED sponsored
events and is approved in writing, in advance, by the Conference Deputy
Commissioner and the NORCALFED Commissioner.

NORCALFED TOURNAMENT GAMES 1st, 2nd or 3rd weekends prior to
Thanksgiving.
D)
Last game of the season, including Tournament, must be
completed on or
before the Sunday preceding Thanksgiving.
DECEMBER:
A)
Proposals to amend the NORCALFED Bylaws and Rules of Operation will be
submitted to Deputy Commissioners in writing, by December 15th. The By-Law Committee will then meet on or before the second
week in January to review and prepare the proposals for presentation at the
January membership meeting.
B)
Statements of Intent to Affiliate and Membership & Affiliation fees
should be in to the Commissioner, (fees to the NORCALFED Treasurer)
at the January Meeting.

An ASSOCIATION is an organization of adults banded together to sponsor
and administer one or more non-school youth football teams.
2.
ASSOCIATION MEMBER: A
parent or guardian who's child participated, or an individual who participated
in the association during the current calendar year's football season.
3.
A BOOSTER CLUB is an organization of adults banded together to support
the activities of one or more non-school youth football teams.
An Association can perform the functions of a booster club.
A booster club cannot perform the functions of an Association.
4.
A BOWL GAME is inter-conference pot season game with 3rd and 4th place
finishers in Conference standings. Playoff
games will be the means by which NORCALFED shall choose its annual division
champions, hereinafter called the KERNON D. GRIFFEN MEMORIAL TOURNAMENT.
Each Conference Division shall have a championship and runner-up, based
on final Conference win/loss standings. A
Conference is not required to enter any or all of its top teams in the
tournament. A team must have
Conference approval to enter.

A BYE GAME is inter-conference or intra-conference, has no bearing on
the current calendar year conference standings and is scheduled to be played
subsequent to the first game and prior to the last game that has no bearing on
the determination of the calendar conference championship.

A CHAMPIONSHIP GAME: See
KERNON D. GRIFFEN MEMORIAL TOURNAMENT.

A COACH is an individual who instructs or assists in instructing
players in the fundaments of a sort and directs or assists in directing the
team's strategy for all games.
8.
A CONFERENCE is an organization of Associations banded together to
coordinate the activities of two or more teams within a restricted
geographical area. The teams need
not be of the same division. A Conference may administrate the operations of its member
Associations and/or teams, in whole or in part.
9.
A DIVISION is a classification of players by ages and weights.
10.
AN EXHIBITION GAME is inter-conference or intra-conference, has no
bearing on conference standings and is played primarily for the purpose of
publicizing youth football.
11.
FORFEIT GAME: if a game is
a forfeit and acknowledged by both head coaches, the two teams may play a
regular game, however the score shall have no bearing on the win-loss for
either team. The loss will go to
the team that caused the forfeit by not having the required number of players
and the win will automatically go to the other team.
Both head coaches must agree to play the game strictly as an
exhibition.
12.
INTER-CONFERENCE GAME is a "Non-Conference" game between two
teams of different Conferences.
13.
INTRA-CONFERENCE GAME is a "Conference" game between two
teams of the same conference.
14.
JAMBOREE is the "opening activity" of the season when all
divisions of each conference scrimmage each other at the conference
Jamboree. Traditionally
held on the Third Saturday of August. Hosting
Jamboree is rotated Yearly between Associations within the Conference.
15.
LEAGUE All the Associations of NORCALFED make up the NORCALFED
FOOTBALL LEAGUE.
16.
MEMBER IN GOOD STANDING is an Association with all Fees or Fines paid.
17.
PLAYOFF GAMES are a series
of games by which the participants in the NORCALFED championship game are
determined.
18.
A POST SEASON GAME is inter-conference or intra-conference, has no
bearing on the current calendar year standings and is scheduled to be played
subsequent to the last game that has a bearing on the determination of the
calendar year conference championship. A
host conference may not advertise a post-season game as a bowl game.
19.
A PRE-SEASON GAME is inter-conference or intra-conference, has no
bearing on the current calendar year standings and is scheduled to be played
prior to the first game that has a bearing on the determination of the
calendar year championship.
20.
A REGULAR SEASON GAME is intra-conference and has a bearing on the
current calendar year standings and the
determination of the calendar year championship.
21.
A SECTION is a portion of a Conference organized to compete in a
schedule designed to determine a section champion.
A Conference is limited to two (2) sections.
A section is organized and administered by the Conference.
A section may not administer the operation of its member teams in whole
or in part.
22.
A SCOUT is an individual who observes a game of a future opponent in
order to obtain information as to the style or method of play.
A scout is considered to be a part of the team's coaching staff, and
must abide by all rules applicable to coaches.
23.
A SPONSOR is a civic club, fraternal organization, service club or
similar community minded local organizations.
All such sponsors shall be referred to as
"CIVIC
SPONSORS". Sponsorship of
individuals by business enterprises shall be referred to
as "BUSINESS SPONSORS"
24.
A TEAM is a group of players of the same division banded together to play
football. Team is held to include
the coaches, managers, and scouts thereof.
25.
TOURNAMENT WEIGHT is 6lbs heavier than Certification Weight.
26.
REDUCED PRACTICE SCHEDULE is not more than 3 two (2) hour practice
sessions per week,
ending no later than 8:00 p.m.
27.
PHYSICAL CONTACT is any contact between players or players and coaches.
